Financial Advisor to the Uganda Police Force on the procurement of a suitable and sustainable working environment for its accommodation and related services, including the headquarters, training college, police barracks and forensic laboratory through a public private partnership. The Uganda Police Force own a substantial portion of prime land (142 acres) within Kampala and wish to combine the normal PPP with a commercial development of the land on a revenue sharing basis to finance the unitary obligations under the accommodation projects. Responsibilities included undertaking a needs analysis, conducting a solutions options analysis, conduct a proper due diligence, draft a risk matric, build a financial model, undertake a value for money assessment, draft procurement documentation, evaluation the various proposals and recommended a preferred bidder, negotiations and financial close.
