The Harare-Chirundu (HECU) 350km highway is a key segment of the Trans-African Highway Network, connecting Zimbabwe to essential regional and international markets. ICT-Works has submitted an Expression of Interest for a 25-year toll concession to develop the highway, which will be fully privately financed and operate under a user-pay toll model for sustainability. ICT-Works proposed a Design, Build, Finance, Operate, and Maintain (DBFOM) contract through a Special Purpose Vehicle (SPV). The estimated project value is $600 million, with a 24-month construction period and a 25-year operations phase. J Maynard is responsible for providing financial advisory services and financial modelling. Responsibilities include strategic, commercial, and technical coordination, development of a financial model, advising on the capital structure, managing risk allocation, coordinating with the MLA for lender identification and funding strategies, and leading investor and lender roadshows to secure financing for the project.
